There seem to be a number of problems with xset (or with the X server).
I was not able to turn off the bell at all on burn, a 7.3I VS2000.  None
of the following commands seem to have any effect on that machine,
although any one of them should have disabled the bell, or at least
the man page says they should:

xset -b
xset b off
xset b 0
xset b 0 0 0 

This brings up another issue.  When I logged into boom, a 7.3I
DECstation 3100, the bell was activated.  I turned it off, logged out,
and logged in again.  The bell was still off.  (It happens the other way
around, too---if I set the bell (or keyclick) on and then log out and
log in again, the bell (or keyclick) will still be on, and at the
setting I specified last.)  It seems the bell/keyclick settings are not
refreshed when a user logs out.  The font paths and mouse settings are
refreshed, however.  (I was hoping to generate a really cool bug by
resetting the font path, but it didn't work, or, rather, it did,
depending on how you look at it. :-)

Another problem which occurs on the DECstation:

xset c 50   will set the keyclick to 50%.  Fine.
xset c on   will turn the keyclick *off*.
xset b 50   will set the bell to 50% volume.  Good.
xset b on   will turn the bell *off*.

Something is confused here.  My guess is that the X server is either
messed up or our version of xset is incompatible with the new X server.
