Never mind... I found the problem in my last message.  During the update,
the root comes within 50k of overflowing the physical disk (111%).  Enough
daemons are still present on the machine that lock the inodes until reboot,
such that additional binaries will not fit.

(I knew there wasn't the space... I just forgot why...  if someone knows how
to free locked inodes of running programs without crashing the system or
if "track" were allowed to be run a second time on all reboots, even on
private machines, then it would not be a problem... though the latter would
take a bit of time to write the scripts for the "double-update" procedure).
