Emacs not recognizing larger window

I usually start up a copy of emacs for reading mail with the command
line parameter "-geometry 80x60+300+20".  While the window which then
appears is always the correct size, emacs will occasionally (something
like once every 100 startups) not properly recognize that there are
sixty vertical lines available.  The top twenty-two lines are used for
buffer display, the twenty-third contains the bottom-most status line,
and the sixtieth line is used for the mini-buffer line.  I have not been
able to isolate any precursors or causes for this problem.
