There are a number of ways to get around this problem. For example,
Control-Meta-V (which is "scroll-other-window") will usually scroll
the completion window while you're still in the minibuffer. Also, you
can use C-x o to switch windows while you're in the minibuffer.
Switch to the window with the completion in it, scroll around as you
like, and then use C-x o to get back to the minibuffer. Make sure you
go back to the minibuffer, or you'll have an unexecuted command
sitting down there...
