The bug you report has already been reported.
The reason the message has not been changed is that even though
"inc" will do -notruncate if you're in a temporary home directory, the
other programs that retrieve mail from the post ofice (e.g. movemail
from emacs, or Andrew messages) will not, and therefore mail will be
lost.
The message should be modified, but cannot be completely eliminated,
because of those other programs, until they, too, are fixed in some
way so as not to delete mail if in a temporary home directory.
