rt 7.2R: rshd/kshd (I think)

(Actually, this is either a problem wish rsh on the RT, or with
rshd/kshd on the pmax.)

What were you trying to do?
	Use "rsh news -l root" to start up a remote shell on the news
	server, and then use ~^Z to suspend the rlogin.

What's wrong:
	~^Z does not function properly, as it does when "rlogin news
	-l root" is used.

What should have happened:
	Either "rsh news -l root" should work just as "rlogin news -l
	root" does, or rsh should not support the ability to start up
	an interactive shell (i.e. specifying no command for rsh to
	run should be an error).
