If /etc/nologin exists and someone telnets to the machine, after
typing their password the contents of the /etc/nologin file are
displayed and then they are logged out. However, their home directory
will be left attached. This is a problem if you are restructuring a
dialup server while this is going on...
This problem occurs on both vax & rt in 7.1 and 7.2.
