'olcr motd -change' did not change MOTD

Earlier tonight I used the 'olcr motd -change -editor emacs'
command to overwrite a blank OLC MOTD with this new one:

About 9:00 p.m. tonight a power outage in Building 66 caused an
outage in network service to part of Building 11 and Buildings 66, 24,
38 and the Student Center. At this time (9:06) service has been
restored to all buildings except Building 66.
If you logged on within the last half an hour and had to use a
temporary home directory, you can mail any new files you created or
mail you 'inc'ed to yourself and then log out and log back in
again to get your permanent home directory. For directions on mailing
your files and mail to yourself before you log out, type:

at your OLC prompt and then choose

then 11 What to do when you get a TEMPORARY HOME DIRECTORY
If you tried to save a file in the last half an hour and got an error
message with the word "TIMED OUT," try saving the file again now.

A few minutes ago, I tried to use 'olcr motd -change' to erase this
(i.e., restore it to a blank MOTD), by typing 'olcr motd -change'
and then entering RETURN followed by a CTRL-D. 'Olcr motd -change'
replied "What now?" to which I typed "s" and then replied "MOTD
change successful." But, when I typed 'olcr motd' to replay the
OLC MOTD only the first character of the above MOTD, rather than
the entire MOTD, had been erased. (I was able to repeat this behavior
later.) With the command 'olcr motd -change -editor emacs' I was
able to erase the OLC MOTD (although I had to enter one blank line).
On testing, I determined that trying to enter a single-blank-line
OLC MOTD using 'olcr motd -change' strips the first character of
the existing MOTD the first time, and has no effect on it after that.
This happened with the vaxbin binaries from both /usr/athena or
/mit/consult/vaxbin.
