We have a few problems if we intend to move the x11r4 locker:
1) We need a lot of space elsewhere (that is if we are to keep
everything appearing like it is in one locker, as has been done
in the past)... in fact, on the order of 450MB (fat chance).
2) We need to be able to update the contents, thereby requiring root
access to wherever it is stored... (this is something we can't
normally get, either)
3) So far, dot has had approximately 1.5 hours downtime in the past
SEVERAL months (ie. >5 months), so it seems to be more stable there
than on any other Athena server...
On average the downtime of dot equals over the past several months is
less than that of the other servers, especially when you consider that
the reboot time of a normal NFS server is approximately 45 minutes.
However, I do agree that I do not really want to be using up rel-eng and
testers cell resources if we can find solutions to the 3 problems above.

The X11R4 locker is in the testers cell. It shouldn't be. Lots and
lots of people, including several courses, depend on it.
