emacs: "file exists but is read-protected" is wrong

I was trying to read in /charon/root/etc/printcap, which is a link to
/site/sipb/etc/printcap (which doesn't exist on my workstation), and
emacs told me that the file was there but I couldn't read it.
I don't know exactly what circumstance caused it, since I can't
duplicate the symptoms with a random link I create, though with that
one it seems to be consistent.
