Jerry,

I don't think your problem with netconfig is because of a bogus (for
18.26) list of gateways.  Netconfig uses an ethernet level protocol (NIP)
that Jeff and Mark developed to do router and subnet mask discovery,
as well as address assignment (which isn't currently used). The reason
lithium shows up is because netconfig may need to contact a nameserver
to reverse resolve the address it's picked (if that were in use).
Mark may want to correct me here.

There's a man page for netconfig (at least in 7.1) that you might find
interesting.

Anyway, the problem is probably that there was no "NIP" server on
18.26 ... most of the CGW's we run are setup to run NIP servers, but I
missed the 18.26 gateway (sewage) (it's off to the side because it has
a unique configuration).  I have just updated sewage to run a NIP
server, so I would suggest you try again and bugs know if it still
doesn't work.
