"mkserv nfs" should set RPC=true. It didn't in 7.0. I'm not sure
about 7.1.

I disagree... actually, NFSSRV does all the appropriate things even if
RPC is set incorrectly. I am actually attempting to figure out a way of
determining what has been changed by mkserv, to a better extent, and for
now, keeping a separation will make things easier in the long run.
There were a couple of hacks in 7.0 that may have set it to false, but
those were intentional. Those hacks will be disappearing and better
checks will be done later. See me for details (I don't have the time
right now to compose a 300 line message).
