rt 7.1: console window scrolls erratically

The console window doesn't always scroll so that the latest message is
at the bottom. Instead, sometimes the window materializes with a
scroll bar that shows that there are undisplayed lines at the bottom.
Several times since updating to 7.1 I have been very puzzled by the
window materializing with a last line that seems unrelated to anything
currently going on. Only after staring at it do I realize that it is
telling me that I have to scroll down to find the message that caused
materialization.
At other times, scrolling appears to be working fine.
I think that this behavior is new with 7.1. At least I don't remember
ever noticing such an event with 6.4.
