DECstation - ICMP TTL-EXCEEDED no work

It appears that tracerouting to DECstations running the
Athena release (for that matter, even DECMips machines
running stock Ultrix) failes.  Looks like they don't know
how to generate ICMP TTL-EXCEEDED messages.
