John Kohl says that it's intentional that that file isn't installed,
because the Kerberos people don't want to clutter up the /usr/include
directory.
This problem is fixed in v5 by putting all of the kerberos include
files in a subdirectory of /usr/include.
In the meantime, John recommends that you snarf the file directly
out of the source tree. He said we probably shouldn't install it in
/usr/include.
