If the twm option "DontMoveOff" is set, and a window pops up that is
wider (or taller) than the screen, the window manager will not let you
look at the part of the window that is off the screen.
Although this is sort of a weird case, something reasonable could be
done, like perhaps letting the user move it as long as at least one of
the borders (along the axis that is causing problems) is not on the
screen, i.e., the screen "view" does not extend past either end of the
window.
