Problem with 'passwd'

If you invoke 'passwd', type in the old password and then type two
<RETURN>, then 'passwd' *accepts* the password as NULL I believe. After
that you cannot login or change your password after that. I even tried
redirecting 'NULL' into 'passwd' from a file but that didnt work either.

In the man pages, it says it will complain if the password is not longer
that 4 characters (if it has a rich character set) or more otherwise -
well it certainly didnt seem like it!  This is for version 5.5 on a
VAX2000. I am not sure if it is the same with 6.0.
