When /etc/nologin exists, login correctly displays the contents of
that file and closes the connection when people try to login.  But it
first attaches their home directory, and leaves that attached when it
is done.  This is a problem since I use /etc/nologin on the dialup
servers to keep people off while I'm doing maintenance, and don't want
any filesystems being attached during that time.
