The "scan" command only shows mail which has already been incorporated
into your account using "inc". Furthermore, you can only incorporate
mail once using "inc", unless either you use the "-notruncate" flag to
inc, or you go over quota while you inc is running.
Therefore, there is no bug here. You apparently incorporated your
mail at some point and then either forgot that you had incorporated
it, or only looked at part of it after incorporating it, and then when
you typed "scan", it showed up since it was already incorporated.
