Possible bug in VAX 7.0F netconfig.

Thought you should be aware of this, although it only happened once:

When I rebooted after taking the 7.0F update, my PVAX told me that my IP
address 18.72.0.139 was already in use, and halted.

I ping'ed the address, found nothing, rebooted again, and all was well.
