What were you trying to do?

I was transferring a file to my afs locker from a non-athena
workstation by turning "access on" on my workstation and doing
the ftp to it while logged in there.

What's wrong:

Evidently, the transfer drove me over quota silently.  The ftp
completed without reporting an error on the client.

A zero-length file, with the name I had specified in the transfer,
was created in my afs locker.

What should have happened:

The client ftp on the other system should have been returned
an indication that the transfer failed.  A zero-length file
should not have been created.
