IF the version of dvi2ps currently running on Athena is the same as
the one which was in the SIPB locker when we installed in on Athena,
THEN Athena should take the version currently in
/mit/sipbsrc/src/dvi2ps and install it. I have just done some work on
it that accomplishes the following:
1. Much trivial clean-up to dvi2ps.c and findfile.c to reduce useless
error messages.
2. "rotation" option now works in \special command.
3. Man page dvi2ps.1 extensively updated, rewritten and otherwise
prettied.
