1) The xserver is doing the right thing
2) The kernel driver is what is wrong. It ignores the structures
provided for threshhold and sample rate.
I checked the december release from IBM and it makes no reference to the
code. The structure is in cacons/xio.h.
The only ibm server that might do the right thing is the parrallax
serevr developed locally as it references those bits....
I see no short term fix... There does appear to be some hardware support
for the scaling but is not used.
