unless you deliver all the headers to the message we can't do very
much with that information.
a common occurence is that a very small number of messages are sent at
a time when the mailhub is temporarily unavailable. if the workstation
deactivates without delivering the message and isn't used for a long
time, this phenomenon can be observed.
