Apl is not installed on our system. We have a copy in the /usr/new
sources.
I do not consider his report valid as it is not software we are runing
on our system.

This is incorrect. Take a look at the "apl" locker.
I don't know how it got there, and I don't know who's responsible
for it, and I don't know if it's supported or not, but it IS there,
and it DOES have a binary for the Vax. Perhaps it's a project of John
Carr's, since he appears to own all the files in the filesystem?
Considering that I don't think it's supported by Athena (although
I'm not sure), a README file might be appropriate.
