Additional information on the use "hayesq"...
It is not configured into our system... thus my previous complaint of
combining them will lead to something where it isn't used is invalid.
We could still make the "hayes" version more robust by ensuring that the
result codes are enabled (and the same goes for the hayes2400 variety).
Also, I would suggest, we enable "hayesq" in uucp.h since this will then
allow us to do dial, disregarding the state of the modem (and also doing
no checking because it is in an unknown state), and when it is done, the
worst that may have happened is that the default of tone vs. pulse may
have been changed.
