The likeliest problem here is that your workstation doesn't
know how to read the (new) rel-eng.athena.mit.edu Cell.
Does your workstation have the latest CellServDB (which it
would get at reboot time)? If not you need to get the latest one (from
/afs/athena/service/CellServDB). To avoid a reboot you can then do (as
root) a: "fs newcell rel-eng.athena.mit.edu minos.mit.edu" which will
add knowledge of the rel-eng cell to your running kernel.
