I've run into this bug as well, and hadn't figured out enough about it
  to report it to bugs.

I think there's a serious problem when release engineering decides to
replace a working program with one built against newer libraries which
doesn't work. These decisions can't be made in isolation. I know
many more people who use rlogin with kerberos tickets than have every
tried an encrypted rlogin. And we could have kept both
functionalities by keeping the binary from the previous release.
Since you knew that you lost this functionality, there is no excuse
for not having it in the release notes having decided by yourself that
  we didn't need this feature.

Ok, well, it wasn't quite made in isolation; I had realized this at one
point, but unfortunately, I have to admit, I forgot during the release
process itself. It was only after 6.4 had almost entirely congealed
that I remembered this would be the case, but by this time, it was a
little late to do anything.
