I quote from the manual page:
Ftpd authenticates users according to three rules.
...
2) The user name must not appear in the file
/etc/ftpusers
...
This does not appear to be the case with anonymous ftp's as if "ftp" is
defined in /etc/passwd, it ignores the "ftp" and "anonymous" entries in
/etc/ftpusers. I claim that there is either a bug in ftpd or in the
manual page. I personally think that "ftpd" is at fault.
If the bug is considered to be /etc/ftpd, the fix is to change ftpcmd.y;
I have done so on my workstation and the fixed file can be found in
/odie/u1/src/ftpd/ftpcmd.y (that is if you have discarded the copy that I
sent in in a previous bug-report).
