saber failure zeros xterm baud rate

when saber runs into our swap space limitation, it screws up the parent
xterm's tty settings. in particular, it sets the baud rate to 0.
reset doesn't fix the baud rate, so vi pretends the xterm has 9 lines.
regardless of saber's breakage, we need a straightforward way of
cleaning up such a mess. i think reset should detect the null baud-rate,
and set a reasonable default value. -don
