palladium quota botch?

i am over palladium hard quota, and try to print
from an rtpc 6.3b afs host. the job goes Pending
and hangs there until the next job arrives on queue.
the latter job then prints through, and the Pending
job disappears with exactly no output. happened
four times in a row now.
