olcd sending out "logged back in" notices

If a consultant is connected to a logged out user, and the user logs
back in, then a message about the user logging back in is sent both to
the consultant connected to him and to class OLC.
It seems to me that there's no reason to send a class OLC message if
the user is already connected to a consultant, since the man purpose
of those messages is to let consultants know of status changes so they
can grab questions.
