This was done in order to make people use pdpr instead. The reason is
that the quota server also needs testing and the only way is via pdpr
and not the gateway.
If anyone thinks that we do need another environment variable of greater
preferance that PRINTER, that can be easily added but the questions is
do we really need it and if so, what should it be called.
