What's wrong:
When edquota is run, but none of the 4.2 filesystems in /etc/fstab
have quotas files at their root, the error message printed is "no 4.2
filesystems in /etc/fstab." It should correctly report that the
quotas files are missing, or even go so far as to create them for the
filesystems that have quotas enabled in /etc/fstab.
