The kernel seems to assume that any AFS volume will have enough
space to dump a core file, even if that would put that volume way over
quota. This causes the user to have to wait a long time (while the
core file is being written to the local cache, I presume) before
getting "afs: failed to store file (over quota)" and a zero-length
core file.
