Just because you can't reverse resolve an address into a hostname does
not mean the host doesn't exist and doesn't provide whatever service
is in question (name root name service in this case).

There could be a connectivity problem (earthquake?) or nasa might doing the
in-addr stuff right or at all.  Hostinfo doesn't seem to distinguish
between doesn't exist and time outs.
