syslogd does not log files with O_CREAT which means that you
have to make sure that all log files that syslog uses exist. I
haven't bothered to fix this or test it becuase of lack of time.
If I get a chance, I will send in a patch. Otherwise, if
someone else gets to it first....
I send this in without a patch now because it would be nice if
this could make the 11-15 deadline for fixes....
