A brief synopsis of the problem:
Sh kills backgrounded xterms upon ^C at # prompt.

the program did that was wrong):
This problem was repeatable on copilot.mit.edu (pvax) and w20-575-72 (vs2000),
running under mwm and uwm, respectively.
