A brief synopsis of the problem:
Meta Ctrl<Key>Tab root|icon|window f.next_key
is accepted, but
Meta<Key>Space window f.menu DefaultWindowMenu
is not. It must be
Meta<Key>space window f.menu DefaultWindowMenu
^
for it to work.
This, I feel, is inconsistent.
