What's wrong:
If activate can't find any cluster information, it never runs
activate.local, even if the workstation might successfully start up an X
server & login screen (e.g. if RVDCLIENT is false).
What should have happened:
If RVDCLIENT is false, don't die if the cluster info is missing.
