viewdoc non-existent_filename still puts up window

I typed

		./viewdoc unix.more.cshell

rather than

		./viewdoc unix.more.cshell.PS

by mistake and found that 'viewdoc' put up a window with buttons
even though I was trying to viewdoc an non-existent file.  Shouldn't
it just say so?
