X device drivers permissions

The permissions for the X device drivers are set such that users
cannot run xinit unless they su to root. Are they supposed to be this
way? If users could run xinit it would be easy to bypass xlogin
entirely; simply create .xinitrc as a link to .xsession and log in
with Ctrl-P..
