What's wrong:
This evening, shortly after I logged in to my workstation via dialup
on a serial line, my DEQNA stopped talking to the E40-3rd ethernet.
After su'ing, and ifconfig'ing the device down and up, things started
working again. I suspect that the qerestart fix for DELQA's is somehow
screwing up DEQNA's.
