logging in without a home directory does not run SYSTEM login

(missing carraige return/line feed in there too). 

What happens is that the csh is not initialized correctly (no stty dec,
no "athena%" prompt, no DISPLAY variable. Following is the environment

(I manually set the DISPLAY, HOME, and PATH so I could actually do something.)

WHAT SHOULD HAVE HAPPENED:
	I should have started an interactive session causing the system
style login to be run correctly (it seems the session is "not-interactive"
after a quick peek at cshrc). I did get the "logout" button and uwm, but
not the "whole system package".
