In /usr/athena/lib/init/cshrc, the .environment file is
sourced before ENV_SET is set. If a user runs an xterm in his
.environment file, when .cshrc is run, the .environment file
will be run again, and an xterm will be started. When the
.cshrc file is run, ... ... ... .
mail_alloc: out of swap, exiting
perhaps 'setenv ENV_SET' should be moved to the top of the
if statement body.
