prototype .login doesn't activate if needed

I used the new prototype .login file for the first time today and found
that when I logged into my machine at work it was not automatically
activated.
The most common use of the .login in file will presumably be for
dial-in, and the dial-in machines will presumably not deactivate. There
will also probably be a fair number of people who want to remotely login
to private machines. The default .login file we give people should
activate the machine if necessary.
I am getting my packs off NFS. I copied the .login file to my Priam
homedir the morning after other staff members had theirs automatically
changed.
