The pcap user on RHEL 4 has a fixed uid of 77, which conflicts with  
an Athena user's uid.  So we've removed it from the standard Athena  
passwd file, which unfortunately breaks tcpdump.  I guess removing  
the tcpdump package altogether might have made more sense.

We don't currently have a plan for fixing this bug, but I'm open to  
suggestions.
