notesfiles versus discuss meetings

Does anyone have serious objections to me converting "changes" into a
discuss meeting?  John Kohl has come up with a program that will do
it.  (Sort of a kludge, but it works; it munches up the output of
"nfprint", and produces something to be fed to "discuss" as stdin.)

This meeting would probably get an ACL similar to that on the
notesfile now:

    acdrsw:aleslie,don,epeisach,geer,henry,probe,raeburn,shanzer
       rsw:daemon
       rs :*

It would be nice to switch over to a real bug-tracking system, but in
the meantime, I think it would _still_ be nice to switch over to a
discuss meeting.
