irc-admin is the owner of irc-opers, which automatically makes it a
mailing list so that owner-irc-opers works.
Another situation in which a list marked as not a maillist would become a
mailing list is if it's on another list that is a mailing list.
irc-admin is also on irc-opers, but since irc-opers is not a mailing list,
this doesn't apply.
