I used the Emacs window for a while (edited, exposed, etc), and it showed
no signs of wanting to adjust to its actual window size. The only thing
that fixed it was changing its size.
I've seen the other problem you mention: Sometimes all it takes is moving
the mouse into the window to correct it. The problem I'm describing is a
different one.
